Abstract
Cultural battles. Hegemony and culture in the Nation and Río Negro (1973-1983)
This writing summarizes and introduces the book published by the author in 2020 through the
publisher Prometeo Libros. The work stems from her doctoral thesis in Social Sciences at the
National University of Quilmes, directed by Dr. Martha Ruffini and co-directed by Dr. Talía
Gutierrez, Martha Ruffini (CONICET-UNQ) in the foreword of the book states that María Ytati
Valle offers us a production of notable historical thickness that constitutes a mature and reflective
synthesis of her postgraduate research. She argues that with this book the author enters an
unexplored field for Patagonian historiography such as the conception, organization and
applicability of cultural policies. And he anticipates that the central axis of this book accounts for
one of the main concerns of national and international scientific endeavor: the field of culture and
culture. It also states that the reading of this work is unavoidable for anyone who wants to
understand the processes that made culture the soul of the national being or the implementation of
the popular, as well as for all those who want to notice the typicality of said processes in the
North Patagonia space. And he clarifies that under this face, Río Negro appears in its uniqueness
as a young province that reproduces, but simultaneously selects and decodes the official
discourse, offering in dictatorial moments an alternative or counter-hegemonic proposal different
from the dominant one.

Resumen
El presente escrito resume e introduce el libro publicado por la autora en el año 2020 a través de la editorial Prometeo libros. La obra se desprende de su tesis doctoral en Ciencias Sociales de la Universidad Nacional de Quilmes, dirigida por la doctora Martha Ruffini y co-dirigida por la doctora Talía Gutierrez, Martha Ruffini (CONICET-UNQ) en el prólogo del libro plantea que María Ytati Valle nos ofrece una producción de notable espesor histórico que constituye una síntesis madura y reflexiva de sus investigaciones de posgrado. Plantea que con este libro la autora se adentra en un campo inexplorado para la historiografía patagónica como es el de la concepción, organización y aplicabilidad de las políticas culturales. Y anticipa que el eje central de este libro da cuenta de una de las principales preocupaciones del quehacer científico nacional e
internacional: el campo de la cultura y lo cultural. Asimismo plantea que es ineludible la lectura de esta obra para todo aquel que quiera comprender los procesos que hicieron de la cultura el alma del ser nacional o la implementación de lo popular, como también para todos aquellos que quieran advertir la tipicidad de dichos procesos en el espacio de la Norpatagonia. Y aclara que bajo esta faz, Río Negro aparece en su singularidad de provincia joven que reproduce, pero simultáneamente selecciona y decodifica el discurso oficial ofreciendo en momentos dictatoriales una propuesta alternativa o contrahegemónica diferente a la dominante.
